The Exhortations - Unknown test pressing - Help needed

A few years back i purchased a test pressing from a former radio stations stash here in Cleveland, Ohio.

The Exhortations with "Just Can't Wait" b/w "Somebody Help Me" - killer on both sides

I can't figure out the pressing plant from the deadwax nor can I find anything about the band by band name or song titles via an extensive search.

I am not sure if it is a Cleveland record although one of the sides seems to have a nod to The Imperial Wonders -- "Just A Dream". 

It has an early 70's group sound with semi-pro/amateur horn section 

I've included photos and a video sound clip on both sides.

Any help would be greatly appreciated!
