Leonardo Flores is the man behind it and was featured on (a new site to me) Cinedelica which says that it "traces the wonder, discovery and disappointment of the contemporary Los Angeles Mod/Skin/Northern Soul movement through the eyes of a quiet teenage girl named Jill."
Leonardo Flores webite says its set for release in June 2007 - Young Birds Fly.
