Paypal Doesn't Allow Me To Add S&h Costs?

Ok, since about a year (or maybe more) ago, I can't pay my eBay items using eBay checkout. EVERY SINGLE TIME I try to pay for an item, it says I've hit a speed bump. I never contacted eBay 'cause I payed all my stuff from Paypal. But now, even after the seller has sent an invoice, paypal only shows the total without shipping costs and it won't let me add them like it used to. When I click 'Edit' it only takes me back so I can remove an item...

I sent an email to the guy asking for his paypal email, so I can send him a payment like it wasn't for eBay items. But I don't want to do this every time.

I was wondering if this one of their stupid rules or just me having the problem?
