It looks like somebody took to the vinyl with something like a wax pen or marker or something similar; it's all over it in a circular motion. Trouble is the sound is very distorted and muffled during these parts of the record and it's pretty rough sounding. Has any body experienced anything similar and if / how they removed to improve the sound? Ive done 4 cleans with Ambersil and I'd say it's improved a little, but not too much.
