I tried to use the ebay answer centre but was losing the will to live.

Go to my ebay, click on help, type in 'block', first thing you should see is 'managing bidders and buyers', click that, go down a little and you'll see how to add people to your blocked bidder list, on ebay UK, look here

Make sure you're on the "Activity" tab

Scroll to near the bottom

Under favourite links it shows "Block bidders"

Under "Solve a problem" look at the third one listed, click on it and then click the link therein which takes you to the block bidders page
