Black And White Label From Belgium

I have a copy of a Titus Turner record on the Black and White label from Belgium.

Is this a proper release or a bootleg?

It says "an original Jamie production" on the label and has a picture (though somewhat plain ) cover.

The track is Never Never Nothin' ,it is a popcorn type sound but I can find no equivalent US release.
