Just picked up this 45

A rare one on D-Town and a very interesting green label promo

It seems that most of the D-Towns with different coloured labels (red, blue etc.) and with the D-Town logo shown below are quite rare

I wondered if anyone could tell me anything about the artist please

Also, has anyone ever seen an issue of this 45?
