Advice On Records Not Received

I won some items on ebay with a reliable dealer and they were sent  UPS tracked.

 

However, they didn't arrive and the UPS tracking ended with 'Arrived in London'

 

So, they were not tracked to the door or to sign for.

 

My question now is, has this happened to anyone else?

 

The dealer refunded my money, but its the records I want!

 

Is there a procedure to follow or a UPS UK central number to follow it up?
