Anyone Know Albert Willemsens From Belgium?

Anyone had any dealings with a chap called Albert Willemsens from Belgium (Ebay ID: jose 50000_1) ?

He won an item from me on Ebay. Did not bother to read my payment terms and conditions, then messages me asking for my IBAN details, so that he can pay the money directly into my bank account. I told him that I do not accept IBAN. Since he didn't have a PayPal account, I told him to send cash registered in the post.

The letter arrived this morning, UNREGISTERED. In it was a printout of my invoice, but NO MONEY! Didn't even look like the letter had been opened. It took two days to arrive from Belgium, as he claimed to have sent it Thursday. Anyway, to cut to the quick, I've informed him of this, and will instigate unpaid item procedures from Monday.

Anyoe had any such dealings with this guy? He only has a feedback rating of 7, but isn't really an active bidder (he's been registered since Aug 2004).
