'hooked' (emidisc Acetate)

OK, here's the story. I bought an acetate on eBay a few years back labeled 'Hooked' (no other title). It was described as 'psych/beat'. Clearly the guy had little knowledge on music or never listened to it, as it is a funk/soul bit.

My question now:

This is a quite good piece of music, so my guess it's already know to people who listen to soul, so hear it and tell us what you think or know about this song/artist.
