Is the classic blue/silver Decca label release Europe only?

Never seen that before, usually on Coral, having said that, I think your decca one is the equivalent release to the UK MCA one - and it came out twice on MCA. So despite the 1967 credit, it's from 1970 or 1972

Unlikely - MCA copies are from the early 70s, and MCA is credited on the label.

As Pete says it's likely to be in line with the 1970s UK reissues.
