I won a record from him but never received it. I was in regular contact with the guy, he made excuses all the time, saying he is on a 2 week trip and will ship the record then. after 3 weeks he replied that he does not find my address, and it went on with delays and excuses. now it is too late to claim a case.

BE AWARE OF THIS GUY.

you should always put in a dispute before 45 days, even if it seems like you are having an agreeable exchange with the seller, you can tell them that you don't want to lose the ability to do so and that you're not planning to escalate it to a "claim." Then you at least have the option of escalating.
