Have any of our Chicago experts (Bob!!) any idea who the guy leading this review was.

He had taken the package down to Miami for this1968 show.

Obviously the Judson Moore who was part of the review is the Judson Moore on Capri ("Everybody Push & Pull")

but does this Garie have any connection to 70's disco guy Gary Toms ?

I have no idea. However:

1) apparently gary toms is a common name (which is suprising to me, I thought it was a pseudonym). It's the real name of the 7-6-5-4... dude

2) if there was a gary toms from Chicago who went to New York (which is where the album was done) and recorded, I'm pretty sure someone from the scene would have mentioned it at some point. Lots of Chicago people involved with disco were going to Miami to record around then also, I can't think of people who went to NYC.

3) Apparently the recording artist's son is also named Gary Toms and calls himself "DJ Scorpio". Here an angelfire (! that still exists?) page:

https://www.angelfire.com/hiphop/basskings/

there is an email address on the page for the "bass kings" if you want to try to contact his son. However, I really don't think it's the same person at this point, esp. given that it is a common name and this person's roots seem to be NYC.

The Betty Scott on that flyer is definitely the Del-Vetts singer.

Could the Chicago Garie Toms have been a musician / band leader who led a Review that featured the named singers ?
