Is that a first issue before Soft, or a USA beach music reissue?

It's a different take to the one on Soft

Zuma label is affiliated to Le Cam - Soft and other Major BillSmith labels so probably released around the same time as the other issues but as John said a slightly different version.

Cat n° also corresponds with the other releases on the label (although it's a pretty hectic numbering system). 

In other words: yes it's legit.
