what the hell is this?

A well known Mod collector / DJ from Liverpool has been spinning this tune. Does anyone know what it is?I like it! Its well different!!!! A bit funky and a bit Soulful  What is it..........and is it rare?I think it might have something to do with major lance and andre williams?????Anyone have a copy of this going? Anyone know anything about it?
