Yes, US. You thinking it sounds a bit British at times? I do. 'Blue-eyed' was also my first thought, but as the vocals progress, the singer seems more Hispanic. Difficult to tell definitively.

This is Lou Courtney singing, or it's a version of the song that's on the flip of "I watched you slowly..."? Doesn't sound like him singing.

As much as it doesn't sound like it, the track on the acetate is in fact Lou Courtney, and it is the same version as appears on the flip of "I watched you slowly slip away".
