Song identification, could it be a Northern Soul B side?

Sorry if this is posted in the wrong area, but any help would be most appreciated.

I've tried ChatGPT and Shazam (both long shots to be fair) but it looks like nothing compares to the collective mind of experts...

Please could anyone help to identify?

I have a 10 second clip of a song which was from an Instagram reel (the link isn't the insta reel itself) - the link to the audio only is below - from that sample I think I've managed to glean the following lyrics:

I wish that i could make you,

Also on the instagram reel, the 45 looks to have a white or silver label but no-one will be able to make out the detail unfortunately - but it's something else.

It's a nothing of a clip and I'm asking a lot, but this is my best chance!

Bristol Northern Soul had a club night, the DJ had it but that's about as far as it goes. They're not answering any DMs.
