It is extremely rare in my exprience. Like you I've been actively looking for it during the past 7-8 years and the only time I saw it for sale was when I bought it, from a major US dealer, listed for the flipside. I got it very cheap, but I was just lucky. As for value? Who knows. It would take a lot of money to persuade me to let go of my copy. The only other copy I know of is in Germany. Has anyone on this forum got it in their collection? Would be interesting to know. Here's a label scan:

Most Expensive?
Manship sold a copy for £508 in one of his auctions on the 27th of June 2007. And as Boba mentioned there was a copy for £158 on eBay a couple of months ago. It might be a rare record, but unless this 45 has had a £2000 price hike during the past couple of months, it doesn't belong in this thread.

I really doubt that the band playing on the Pic & Bill 45 are the guys that plays on the Jimmy Scott 45. But then again, I don't know for sure, perhaps someone can ask the people over at the Soulful Detroit forum? It just seems odd because Pic & Bill spent most of their time in Texas and the Carolinas.

Indeed, it's the exact same recording as on the Pic & Bill "Talk About Love" 45 on CHARAY 99. The Fiery Spartans 45, which is an earlier release (CHARAY 74), mention "Vocal by: PIC & BILL" so I think that the Fiery Spartans was the name of Pic & Bill's band (or just some made-up name that Major Bill thought would be a good name to releases it as... ). The b-side on the Fiery Spartans 45 is the same "Cool" instrumental which appeared on loads of Major Bill releases. Both of these original US Charay releases of "Talk About Love" are rare, but the Fiery Spartans issue is SERIOUSLY rare! By the way... would love a good CD compilation of the best Pic & Bill stuff... No, you don't. That would defeat the entire point of a multi-region DVD-player - that you don't have to change your TV set. The DVD transforms the signal from PAL to NTSC and sends a pure NTSC signal to the NTSC TV.

It will play if you have a multi-region DVD player. Almost all DVD-players that are sold these days can be "unlocked" and made multi-region with a couple of clicks on the remote control. Are the matrix details the EXACT same on both copies? I did some close comparisons of the printing style in your scans. Check out the pictures below. Everything above the red lines is taken from the copy without arranger credits, and everything below the red lines is taken from the copy with arranger credits. It looks as if the label on the copy with arranger credits has been copied and the edges of the text are a bit bloated/blurred. Not that it proves anything, but it's interesting to see two copies scanned with the same scanner side by side.
