it's possible she did a personal payment (gift) but chose the seller to pay the fees

don't believe that's the case... and would the seller be able to see that it was sent as a gift ( no matter who is paying the fees)?

i presume that the difference between "for goods" and "gift" is not only in 4% or 2% fees? when you send it as "purchase" you are able to claim something back, while with "gift" you are not - right?

there was a discussion if there are fees when sending as a gift.. i believe there is 2% fee, unlike 4% when sending normal payment.

maybe on USA ground there are no fees? and is it possible that in USA you can not send the money as a gift when paying with cc?

I am in the USA and have sent money as "personal" (it's not called gift anymore) to people in the UK and Japan. There is an option to choose who pays the fees. The fees are higher if you use a credit card vs. bank account, but you can use a credit card.

She would had to have used the Personal Payment option & select herself as paying the fee for this to be successful regarding what the seller wants. Correct, "Gift" gives you no comeback on your money, so you are at the seller's mercy. Very risky unless you know the person. A high profile DJ who had a good name got a lot of people this way a few years back, he had been great to deal with, built up a good rep but then caught a drug addiction, sold a lot of his stuff for good money on private lists to people he had dealt with perviously, insisted the payments be gift, took the money, didn't send the records & essentially disappeared. I think the tally was low 5 figures & no one got their money back.

This doesn't really answer your query but she wasn't supposed to send payment as a gift, nor was the seller supposed to ask for that. It's against paypal rules and apparently they are clamping down on it. Here's part of an email sent by paypal to a regular seller....

"........................We're not sure if you are aware of this, but we noticed that some of

your customers are sending you personal payments for purchases.

Unfortunately, this violates our rules, and we need your help correcting

this. Please don't ask or allow your customers to use personal payments

to pay for their purchases.

If we continue to see such activity after March 9, 2010, we may have to

disable your ability to receive personal payments, and then you will pay

fees for all money received through PayPal.......... "

I'm amazed that a lot more regular sellers haven't been warned, particularly ones like your sister has encountered that refuse to honour the deals if they haven't fully avoided all fees. Like a lot of people I have gifted payments - but when it suits me on a personal level. I'd rather the price took the fees into account.

People in certain countries can't send payments as gifts to people in other certain countries.

You can only send as a gift by using the paypal balance, you have to have funds in there, you can't send it using a card.

if its a small amount no fees are charged once goes over a pre set limit fees apply, did your sister get asked when sending the money who is paying the fee, if she did and said the reciever, thats why he has knocked it back(should make it clear talking about sending a gift

as far i know because i do it quite often myself on soul source & ebay from time to time you can still send money as a gift / personal payment / money owed / with a credit / debit card, but you have to pay the fee yourself so the seller can still get paid without any fees,

it's not the matter of fees people. even if it went as a gift and the seller paid the fees, it wouldn't be a problem as we could still be able to add some ammount to cover the fees he "payed". he insists on gift as that way we won't be able to charge back, and it seems that with credit card you can and that's why payments with cc are not recognized as gift. this is what paypal told the seller, and in a way it makes sense. don't know if my sister should try again or maybe switch to bank account?

pete, maybe the policy has changed since your experience, but my experience with it is pretty recent and you can send "personal" payments with a credit card or bank account withdrawal. I never have any money in my paypal account and I've done it twice in the last week. It's also not called "gift" anymore.

pete is right as far as sending money from the uk is concerned .there are no fees when paying from paypal balance or a bank account when linked... if you use a credit card you can still use gift option but you still get charged a fee. if you are in the usa it may be different. boba or someone in the usa are better equipped to advise you
