Looks like a dutch or belgian 1970's bootleg to my eyes.

Most likely done for the fantastic deep soul side.

It did get an official release in France, but it doesn't look like that at all.

Looks like a boot to me, as Sebastian says Dutch or Belgian. I certainly wouldn't buy it.
